Prohibited Activities and Conduct (PAC)
MCO 5354.1G w/ Ch 1 establishes Marine Corps policy, procedures, and responsibilities for preventing and responding to PAC behaviors that involve harassment, hazing, bullying, prohibited discrimination, and sexual harassment (SH). The right of all persons to participate in, and benefit from, programs and activities for which they are qualified. These programs and activities will be free from social, personal, or institutional barriers that prevent people from rising to the highest level of responsibility possible. Persons will be evaluated on individual merit, fitness, intellect, and ability; regardless of race, color, national origin, religion, sex (including pregnancy), or sexual orientation.
Formal complaints are submitted using NAVMC 11512. Complainants have the option of submitting via the chain of command, Equal Opportunity Coordinator (EOC), or Inspector General.

Complaint Reporting Process. The PAC complaint process is not intended to replace small unit leadership roles and responsibilities. The Marine Corps still expects Service members to hold each other accountable and should do so without fear of a complaint being made against them. A complainant should always be referred to the Equal Opportunity Advisor (EOA) for official intake and reporting. Those who want to file a complaint should do so within 90 calendar days of the most recent incident. A Service member who files a complaint is required to submit a NAVMC Form 11512, and there are several reporting options that can be used to request resolution.
a. Informal. An informal complaint is handled at the lowest appropriate level (through conflict management) to the commander via the EOA. Seeking advice from the command staff/supervisor does not constitute an official PAC complaint. Conflict Management is not a prerequisite for the complaint resolution process. Behaviors that can be identified as Sexual Harassment that are not eligible for an informal complaint are: (1) Complaints alleging Quid Pro Quo, unwanted sexual contact, or wrongful broadcast or distribution of intimate visual images, shall be investigated according to the appropriate authority.
b. Formal. A formal complaint is an allegation submitted in writing to the commander via the EOA. This method will require a command investigation. The outcomes will be either substantiated or unsubstantiated.
c. Confidential. Confidential reporting only applies to complaints involving sexual harassment and is not investigated. This option is available for members to have access to support and referral services while maintaining confidentiality. Commanders will not be notified of any confidential reports or any PII pertaining to confidential reports. Complaints may only be reported to an EOA. The No Wrong Door Policy now allows reports to be made to healthcare personnel or other appropriate victim providers while maintaining confidentiality.
d. Anonymous. An anonymous complaint is a complaint that has no personally identifiable information attached. To remain anonymous, the EOA will not be provided with the name or any other information about the complainant. Commanders generally receive such anonymous information through electronic means, such as organizational hotlines or advice lines, CIG websites, the HQMC IG Hotline/Website, or other means of transmission, from an unknown or unidentified source. An anonymous complaint won’t always be submitted via the NAVMC 11512. If a complainant approaches an EOA in person, this will take away their option of an anonymous report. If a safety concern is identified, the EOA will track the safety concern and the concern will be forwarded to command for action.
